TACP Re-Train

Is there any one on here that could help me out?  This is the third time I applied to AFPC to re-train in to TACP and they keep denying me saying there are no openings for TSgt's.  It says that TACP is a chronic critical AFSC and I;m ready to go.  WTF?  Any one have a contact name for the TACP functional so I can get a good answer if I will be able to re-train and when?
